Expressions of Interest for the Commissioning Fund (the Fund) open at 5pm, Friday 29 November 2024 and closes at midnight, Sunday 16 February 2025.

Fund Overview

Performing Arts Network New Zealand (PANNZ) has made an agreement with Creative New Zealand to deliver a $2 million Festivals Commissioning and Presentation Fund (the Fund).

The Fund will support high-quality, new and/or reimagined work by New Zealand artists to be created and presented within Aotearoa New Zealand by New Zealand festivals and other consortium presenting partners.

Curatorial decisions for the Fund will be made in partnership with festivals.  PANNZ will work alongside festivals as commissioners and/or presenters and to select work through an EoI process from artists and arts organisations in Aotearoa.

This momentous fund aims to support the realisation of works that are artistically ambitious and compelling, with strong artistic teams and experienced producers. Importantly the fund will focus on supporting works onto stages that are likely to have national impact in festivals across Aotearoa with diversity in scale and artform. 

Curatorial decisions will ensure Commissions and their presentations include a balance of art-forms and practices, reflect the role of mana whenua, and connect with the vitality and diversities of communities in Aotearoa.

While the fund focuses on investing in new work, it may also invest in re-imagined work that would benefit from further investment to realise its full potential.

This Fund is a one-off opportunity that will support works to be commissioned for presentation at festivals in 2026 - 2028.

FUNDING STAGES AND AMOUNTS

PHASE ONE: Development and Seed Funding

Application Process:
Projects will be selected for PHASE ONE development through an Expression of Interest application via an online form. 

Funding Parameters:
Seed funding starting at $5,000 and up to $20,000 will be provided to be used towards developing a creative idea to share with Festivals and Presenters. Seed funding amounts will be based on the needs of the project and in discussion with artists/producers.

PHASE TWO: Creation and Presentation - Full Commissioning

Application Process:
All seed-funded projects developed in PHASE ONE will be invited to an in-person gathering - Hui Kōrerorero.

The Hui Kōrerorero is a gathering for deeper discussion and connection around the developing works, and an opportunity to share:

  • A more fully formed idea of what show will look like
  • An understanding of the audience for the work 
  • What festival(s) they might like to work with
  • An example of the work - we are open to whatever format that might take 
  • A detailed budget for development and creation (doesn’t have to be finalised) 
  • A detailed development and creation timeline

Following the Hui Kōrerorero, a diverse range of projects will be selected to be fully-developed for presentation.  

Successful projects will be selected by a curatorial panel.  The panel will be curated by PANNZ and be made up of festival presenters and industry representatives.  

Decisions will be informed by Project’s alignment to the criteria for the fund (pg 8) and festival and presenter interest. 

Presentation will happen between 2026 & 2028 with presentation at a minimum of 2 Festivals. 

Only works that have been accepted at PHASE ONE will be eligible to be considered for PHASE TWO Full Commissioning.

ARTS FRONT DIGITAL PLATFORM

PANNZ will continue the long-standing partnership with Arts Front (the PANNZ Arts Market platform) as a way to host all applicants’ information for the work in development as part of the Fund.

Artists/Producers/Arts Organisations who receive seed funding will generate profiles of their work on Arts Front and will use this platform to provide the required updates on the status of the work in development. Participating Festivals and Presenters will be invited to access the Platform to keep updated on the progress of the works in development, and attend the Hui Kōrerorero. 

Please note:

  • The person submitting the Expression of Interest should be the main point of contact for the work.

  • Profiles created on the Digital Platform must be for individuals, not multiple collaborators or organisations.

  • Should you be awarded seed-funding, there will be an opportunity for you to link other collaborators to the work with additional profiles on the platform.

  • It is essential that you have the rights to the music, recording and any material you may wish to use, which will sit on the Arts Front platform.

Terms and Conditions

  • If awarded initial seed funding as part of this Commissioning Fund you will be sent an MOU which will have further details of how we will work together. 
  • All Artists/Producers/Festivals and Organisation with access to this information on the Platform agree to keep the information confidential unless express permission is given for it to be shared with those not involved in the Commissioning Fund process. 
  • In submitting your Expression of Interest, you agree that the information you submit will be available to view by participating New Zealand festival presenters via the Arts Front Digital Platform. 
  • You agree that any media you supply may be recorded and distributed via the platform, along with any events you participate in (both live and online - via Zoom, for example) that take place over the course of the work’s development , and you have the correct permissions and rights contained within your content. 

    This will be for the purpose of advocating the work for presentation opportunities and for promotion of the Fund.

  • You MUST have the rights to use any content that will be held on the Digital Platform and performed live. You will be responsible for securing these rights, and if you do not secure the rights then you will be personally liable.

    This is so that we know the best person to contact regarding the work.

    Note: Your mobile number will not be made public, this is for the PANNZ team only, so that we can call you if we need to. It will not be made available on the Digital Platform.

 

  • Organisation/Company Details
    If you are applying under an organisation you will need to include the name and a short bio of your company or organisation.

    Organisation/Company Logo: Company or organisation logos, if you have them. Please upload up to 4 high res images as separate files up to 5MB in size.

 

  • Information on the work/idea
    You will need to be able to share the information outlined below. As the application is for an idea or work yet to be developed, we are looking for your intentions for the work at this stage and appreciate that the realisation of the intentions will be part of the development process. - Artform category for the work (e.g. dance, theatre, multi-disciplinary etc)
     - Synopsis / description of the idea (Consider how you speak to the fund criteria)
     - Who you see as the primary audience for this fund (be as specific as possible)
     - Envisioned size / scale of the work/idea
     - What type of venues / presentation options will the idea/work need

 

  •  Creative Team
    Provide a list of the core creative team involved in the project at this initial stage. (This may include design, direction, production, artists and creators etc).

 

  • Development Plan
    Describe how you plan to develop the work with the seed funding.

 

  • Seed-Funding amount you are seeking and associated Budget
    You will need to provide an indication of how much seed funding you are initially seeking and what you will use this money for.

 

  • Supporting Documentation and anything else you’d like to share with us
    You are invited to upload any additional supporting documentation which could include: video links / photos / scripts / planning docs / likely technical requirements.

ELIGIBILITY

Artists Eligibility: 

  • Applicants must be NZ citizens or permanent residents living in New Zealand.
  • The work can be new or reimagined work
  • The work may otherwise not be possible without the support of this fund.
  • The work will require a level of funding not otherwise possible through existing Creative New Zealand funding schemes.
  • The work will not be eligible for any other funding from Creative New Zealand.
  • The work is of excellence, and has the ability to tour into a range of festivals throughout Aotearoa.
  • The work will be led by a team of established creatives with previous experience in developing, producing and presenting new work, and touring.

NB Applicants can have received some prior support from Creative New Zealand towards development funding, if development happened prior to applying to PHASE One (Seed Funding). 

If successful in being commissioned, applicants will not be eligible for further funding from Creative New Zealand outside this fund. (this does not apply to seed-funded projects that do not proceed to fully-developed works through the Commissioning Fund).

Arts Organisations & Producing Companies Eligibility:

  • Must be a NZ organisation with the principal place of business based in NZ

  • All actions contemplated herein on behalf of a producing company or  organization must be completed by an authorized representative of the producing company or organization who:

    (a) is a resident (including permanent residents) or citizen of NZ;

    (b) has reached the legal age of majority in NZ;

    (c) has authority and permission from the producing company or organization to participate on behalf of the producing company or organization;

    (e) has the authority to legally bind the producing company or organization – including, without limitation, to the Terms and Conditions of the fund and to any other required documentation as contemplated in the Terms and Conditions of the fund.

SELECTION CRITERIA AND PROCESS

Criteria 

We are looking for projects that:

  • Are artistically ambitious and compelling and led by New Zealand creators in theatre, dance, music, circus and/or multi-disciplinary performing arts. 
  • Are led by established creatives with previous experience in developing, producing and presenting new work, and touring.
  • Are likely to have a long-term national impact, including through touring, have wider audience appeal and be suitable for both metropolitan and regional audiences
  • Are destined for small to large, multi and single artform focus festivals in Aotearoa
  • Fit within a tour-able box i.e. max 3 tonne truck to tour, can pack in Day 1 and perform in the evening of Day 2 and have a manageable travel party to ensure that presentation costs are not prohibitive. 
  • Are scale-able for different presentation options and venues

 

Selection Process for PHASE ONE: Seed Funding

 

  • The first phase of the selection process will be completed by a curatorial panel made up of PANNZ, festival directors and independent industry representatives. 

 

  • Curators will review each EoI submitted and determine, in their sole and absolute discretion, how the project outlined in the Proposal responds to the criteria as listed. 
  • The Curatorial Panel will then determine, in their sole and absolute discretion, whether or not the project outlined in the EoI will be selected for seed funding, and advance to the second phase of the selection process (as outlined below). 

We will commission works that reflect:

  • the vitality and diversities of communities and audiences in Aotearoa, 
  • a balance of art-forms and practice.
  • the role of mana whenua within Aotearoa.
